Primarily warez, pr0n etc. should be blocked imho. There's also types of organisations where it's easy for employees to become 'part of the furniture'. In those cases, blocking is easier than having to remember to keep an eye on their usage, or their work levels. Overall though - yes… don't they have more important things to care about!?
