		<description>The restart is required because Windows Explorer cannot load the new TortoiseSVN shell extensions until it is restarted... which only happens when you log off or shut down/restart.

Most of the time when you need to restart, you can just process kill and restart explorer.

Unless the program you&#039;re installing is RUNNING when you upgraded it, then the installer will usually add boot-time instructions to the registry to upgrade the app when you reboot.  Usually solved by NOT running said program during an upgrade. :)</description>
