For anyone wondering where %commonprogramfiles% is, you can find the location by opening a command shell and typing: echo %COMMONPROGRAMFILES%

On XP The default is C:\Program Files\Common Files\

The restart is required because Windows Explorer cannot load the new TortoiseSVN shell extensions until it is restarted… which only happens when you log off or shut down/restart.

Most of the time when you need to restart, you can just process kill and restart explorer.

Unless the program you’re installing is RUNNING when you upgraded it, then the installer will usually add boot-time instructions to the registry to upgrade the app when you reboot. Usually solved by NOT running said program during an upgrade.
